rTorrent 0.7.9 is frankly outdated now: lots of bugfixes have occured since its release and the very neat DHT implementation has been added since.
I know and use the answer "just use SVN", but it prevents distros to package binaries (or to provide ebuilds in the case of Gentoo).
Rev. 1031 is maybe a good candidate. Why no builds for such a long time? I begin to see complaints on various distro's forums. See for instance http://forums.gentoo.org/viewtopic-p-4768280.html
'Release early, release often' is the motto of most free software and righlty so. It helps people who are not reading this site to be aware that rTorrent is _very_ actively developed. From an external point of view, rTorrent looks like a dormant project. It is all but a dormant project!
