Add slots for filtering connections based on IP address and peer ID

Description

Add filter for ip address, and peer id. Filtering must use two seperate slots as IP filter should happen before handshake/connecting, but peer id is done after handshake.

This would be nice. I'd like to stop those pesky multi connections from BitComet? clients. I could setup a filter to auto ban if say BitComet? or unknown clients connect to me multiple times from the same ip address.

I'd also like to see some mechanism to prevent BitComet? from getting more bandwidth by using two or three simultaneous connections.

That is unrelated, and already fixed in SVN head.
